Yes and no. Russia is producing more ammo (never stopped producing ammo), but there are limits to how fast they can increase production. War consumes significantly more munitions than peace time. There is no point in producing more ammo than consumed once all storage is filled. Munitions often do not store all that well, and when stored in less than ideal conditions, degrade. Degraded munitions can be anything from failure to detonate to all sorts of dangerous to your own troops failure mechanisms, examples include shorts/underpressure, hots/overpressure, over-sensitive.
