I can think of fewer terms more vague and subjective than, "targeted," without specifying who was targeted and why.
If the killer(s) was/were targeting long haired, blonde University of Idaho co-eds, then there's a small, but still significant number of people at risk.
If the targets were Gen Z age people in general, there's a big segment of America at large that remains at risk.
If the targets were specifically chosen due to their residency of the house in question, or for a prior relationship gone bad, then the risk to the public at large has never really existed.
