Based upon what? Trump had 2 years to get Paul Whelan back but failed to do so.
You need to do your homework.
Trump was surrounded by Rino's, anti-MAGA's and bad advice by establishment R's every one of which looked for any opportunity to get him out of office.
He was handcuffed and impeded at every turn and left only with what he had that was clearly and without any doubt within his executive powers.
And BTW, they are still trying to get rid of him.
If I recall, other things were happening in 2018 that affected our relationship with Russia. Remember the Mueller investigation? In any event, Trump was very successful in getting prisoners/released. Whelan was no doubt on the list when he was arrested in 2018.
