Section 1: Removes the automatic disqualification of an applicant for a gaming facility or key employee license based on prior conviction of a felony that does not involve public integrity, embezzlement, theft, fraud or perjury.

Section 2: Removes the automatic disqualification of an applicant for a key gaming license, and maintains the discretion of the Commission to deny or issue such license.

Section 3: Exempts any non-gaming vendor providing goods or service valued at less than twenty-five thousand dollars in a twelve-month peri- od from licensing requirements.

Well, let’s see.

I just renewed my license to practice architecture for the 20th time (every two years). Part of the renewal application requires that I verify that I have not committed nor am I under indictment for having committed a felony of any kind. Also, I am not in arrears in paying child support. If I answer in the affirmative for either question, I would be denied my license and forbidden to practice. The only relief from a lifetime ban would be to go through a tortuous appeals process, not unlike going before a skeptical parole board.

It does make me wonder who or what circumstance was in play when the New York legislature decided that this was an issue that cried out for reform. I shudder to think about the number of man hours devoted to crafting the bill that would correct this injustice. I guess the Legislature has nothing more pressing on the docket. The solution may be that the Legislature meets every two years for a couple of months and then returns to whatever they consider gainful employment.

The house is always a big winner in casinos, but now they will be going broke quickly - I see this as a good thing - getting rid of casinos nationwide.
