Actually, they are located all over. Mostly in areas where the police have been defunded to the point that they won't even respond to thefts less than about $1,000!
And it doesn't help matters when Walmart and other retailers warn their employees not to stop the theft under penalty of termination. Might as well put up signs on a lot of these stores saying:
"Shoplifters welcome. We don't do anything!"
