McConnell ALWAYS has to be dragged kicking and screaming to what is obviously the proper thing to do, which is to fund the government at existing levels until January, so the Democrats can't lock in new spending.
But McConnell likes this game. He and Reid-then-Schumer have been playing this game since 2007.
Their goal has been to neuter the House's power of the purse (they like the Senate to be in charge of spending, because that's THEIR body).

If they can get a short term CR into January, then ... assuming the Republican’ts can find their balls, they can use “defunding” in the next budget for leverage. It should be a BUDGET, 12 parts I believe, voted on separately, not a CR.
