No, but anyone can place a phone call through the internet and spoof the caller ID to say anything they want. And if they do it through a foreign company and use a few VPN layers, it’s not so easy to trace.

The same way an Indian telemarketer calls you on an apparent local number to sell you an extended car warranty.
I’m sure the FIB has PLENTY of burner phones, easy for them to make “bomb threats”. Actually, they probably have a SATELLITE DEDICATED FOR THEIR OWN USE so OFF-THE-GRID communications is no problem for them or their MENTALLY ILL OPERATIVES of whom there are plenty.
