Technically he can’t but right now the Democrats have total control of Congress and the Senate, he could put forth a solution to Congress that would very likely pass.
Everyone is looking for political cover instead of stepping up and proposing a solution. If Biden sent Congress a solution to the strike, the Democrats would go along because it’s Biden’s solution not theirs.
Biden wants no part of forcing a solution, if the strike happens and the economy really stalls, he can blame it all on Congress instead of his lack of leadership.

I thought the main sticking point was “paid sick leave” (15 days). Is that inaccurate?
He doesn’t want to use T-H because it would make him look bad.

If the working conditions are so terrible, weren’t those conditions agreed to by the unions in the previous contract?
Have the rail workers suddenly discovered they need time off to go to the doctor (or, being union members, meet with their probation officers)?
Why is this even something for Congress to get involved in?
So don’t vote on what you haven’t read McCrthy. Seems rather easy I would think. Biden is trying to force you dumb Repukes to pass it and incur the wrath from you own side ot do not pass it and get the blame by the media.
Once again, this is always what happens. Wishing for better is a waste.
I wonder what other crap is tucked inside that bill that we do not know about?
Maybe have the lame duck Congress issue a Declaration of War against Russia, and make official what has been already been happening in Ukraine.
Of course, a hollowed out military won't make a lot of progress, but then the Leftists can use the fig leaf to take care of their domestic "problems".
Of course, then DC will likely have war on two fronts: one at home, and one where the use of nukes becomes a very real possibility.
The people who vote on the bill have no clue what is in it.

It’s usually safe to assume that bills are written by industry lobbyists. Of course, it may not be obvious exactly which industry the lobbyists are really representing. But the bottomline is that almost no legislation is ever passed with the intent of helping We The People. We are no longer part of the equation.

He lied about not reading it if only a few pages. It would take longer to setup and complain in an interview than read. It’s the 1000 page plus ones he passed without reading that are the problem.

Congress has been involved in RRs since the first line was put down in the 1800s. Congress always knows there is money in commerce. Regulating interstate commerce is specifically stated as a congressional power in the 18 enumerated powers of Congress.
Probably 30,000 pages of welfare for illegals, a gun grab, and a raise for congress and 1 page giving the rail unions everything they want.
Today's legislature just follows House cues...
First, he doesn't have the power to impose a solution of his own. That's why he needs Congress. Second, the leadership of the unions and the railroads already agreed on a contract. It's just that the membership of a few of those unions rejected the deal their leaders had negotiated.
Until he proves otherwise I have real doubts about this guy
Read my later response, Biden technically can’t impose a solution but the Democrats control all of Congress and no one wants to stand up and impose a solution but if Biden proposed a solution the Democrats in Congress would likely go along, hence my statement about imposing a solution.
