I don't think it's really gray. As you wrote, pardon power is very broad. It just has to be a federal offense.

I will phrase this carefully: What we are seeing in this story is exactly what I would expect to see IF Mr. Rhodes were a Judas goat for the feds. He as the leader being the case that normalizes harsh sentences given to lesser members of the organization.
IF such were true, one would naturally expect Mr. Rhodes to somehow be relieved from serving his sentence. One option would be to follow in the footprints of Epstein.
