Something’s odd here about the insurance — either that train route is uninsurable or so costly the shipper self-insured.

With insurance, you’d expect the underwriter to go after the carrier for negligence, so why is it the shipper who’s suing?

It appears to me, the city, county and state have interest. The suit needs to include them all, they allow their cities to become overrun.

If the RR “protected” its goods, rest assured the above mentioned entities would sue the RR for harming a protected class.

If it is a California port, it might take some time to get it on a truck. In a few years it might be hard to get a diesel truck to even access the port.

Yep, zero emissions trucks are the talk of the town.
