When Biden says, "depends on Ukraine," he means the application and the qualification process--which could take years in and of itself. And when he says "and NATO members," he means by satisfying all NATO governments. France and Germany had already expressed their opposition to Ukraine even attempting to join NATO some years ago.
You seem to be suggesting that Ukraine was going to join NATO through some special exemption or immediately. Obviously, that's not true at all, and so all your posts and repetitions on this matter--as I've explained to others--is simply false.
