I found garland's annpouncement of the prosecution very telling and 100% partisan. (to the effect) “I am opening this investigation because the former President said he is running for POTUS and the sitting president is running for POTUS”.
Sound like he's working on the Biden campaign's behalf and, as he was appointed by Biden, doubly partisan.

Garland is a political activist with an axe to grind after his 2016 Supreme Court nomination was thwarted by the man he’s now pledged to prosecute to the ends of the Earth. Donald Trump was still a candidate when this happened. Republicans hadn't even had their convention to nominate their candidate when McConnell announced that he was invoking "The Biden Rule" on March 16, 2016 to not move forward a Supreme Court nominee in the final year of a term-limited President's term.
As of March 16, 2016, the following candidates were still in the race:
- Ted Cruz (withdrew May 3)
- John Kasich (withdrew May 4)
- Donald Trump
What did candidate Trump have to do with this? This was all McConnell's doing, by popular demand from all of the Republican base. McConnell knew he would have been drummed out of leadership if he let the Garland nomination proceed.

Garland stated when he announced appointing a special prosecutor one of the reasons is Trump announced he is running for President.
It does not get more openly political than that!
