College kids are relatively small players in the underground narcotics world.

Recreational marijuana use, occasional ecstasy, ketamine, all low value/volume narcotics. It takes an UNBELIEVABLE amount of energy and psychotic hatred to stab 4 people to death. That's not a drug deal gone south.

My first guess is that the Moscow police are so far in over their heads, they're watching NCIS/NYPD Blue re-runs to at least get the lingo down.

Second guess, they DO know who did it, probably an illegal alien psycho who's drifted out of the area and they have no clue where he went.
