I would suspect their livers have been compromised and as a result cannot physically compete with a healthy liver.
Many blood born viruses live in the liver and jam up the filtration system, which can lead into hyperportal tension where the blood bypasses the liver and does not get cleansed.
Thusly, the system is compromised and will lose in one on one physical combat.

If they were sent to the front lines they would then file suit that they were being sent "because they had HIV."

HIV infection causes premature aging of 14 years, although recent articles say 5 years, with no medical studys cited. HIV’s premature aging happens even when treated with antiretrovirals. The cost of HIV drugs and treatments are sky high, so, it makes sense for the military to not allow them to enlist. But, if this suit succeeds then the military will have to allow diabetics to enlist, let asthmatics to enlist, along with every other medical condition that is used to weed out recruits that will cost the military a lot of money to treat. The real reason these folks want to enlist is so that they get their meds and treatments for free.

As far as going to Russia, Russia does not accept them to general society nearly as much as the USA, and Americans particularly are not welcome in Russia now.
