Several cities within Los Angeles county sued when they tried this earlier this year. That stopped the masks.
There was no lawsuit...A bunch of cities passed resolutions stating that they will not help the County Health Dept with enforcement of mask mandate...Mask mandate does not work if the cities do not help out with enforcement...
