Question: In AZ are they voting directly on the machines or are they filling in ballots that are then read by the machines? If the latter cannot the poll administrators tick off the voters, keep the ballots in a “vote” box, and then either count them manually or once the machines are working again feed them into the machines.
All of course under the supervision of poll watchers, who make certain that ballots are counted, and counted once only!
