President Vladimir Putin has called for the evacuation of civilians from Russian-occupied Kherson, his first acknowledgment that Ukraine’s bid to recapture the city was gaining ground.
“The people who live in Kherson need to be taken out of the zone of the most dangerous [combat] operations, because the civilian population shouldn’t suffer,” Putin told a group of volunteers in Red Square on Friday.

In a video posted after Putin’s comments, Kirill Stremousov, the region’s Russia-appointed deputy governor, said a 24-hour curfew was being introduced to “defend the city”. This would “give the military the chance to do their job without civilians.”
Shortly afterwards, however, he deleted the video and posted another in which he assured Kherson was under total Russian control.

He needs to get his d*** occupying troops out of there and the problem would be solved.

If Putin nukes Kherson, he nukes his water supply to Crimea.

Ahhh… civilians don’t fight but they do consume expendable resources. They also can get killed. This move certainly makes sense to any THINKING person.
Putin is attempting to bait Ukraine into attacking Kherson. He has increased Russia’s troop strength there from 20,000 to 30,000.

I don’t know if he is baiting them, but your correct that Russia has more troops in that region, and more are coming. Possibly with winter coming they need the civilian housing. We will see.
Let me know when the evacuation of CIVILAINS equates to a Russian military evacuation. Till then, clear the area of CIVILAINS so as to make the already Ukrainian horrendous losses of manpower and military hardware even more impactful without worry of harm to CIVILAINS.
