It shuts down large amounts of transportation infrastructure, it complicates communications, supply depot work, and creates a ton of headaches for the Government who has to divert resources and efforts to support the affected population. Water purity becomes a problem. Food storage becomes a problem. Airbases (if they have any left), radars, etc are all degraded because not they have to run on generator power. Generators need fuel, maintenance, etc.
Then last, by degrading morale, people may begin to get annoyed with Zelinsky. Uke propaganda is much harder to distribute if people cannot turn on the TV...

You are confusing terror bombings an their goals with legitimate warfare. Aside from what you said regarding transportation, everything else here is purely to terrorize and harm the civilian population "to get [them] annoyed [at the government.]" These things are not the same.
