If Russia had the capability to strike effectively the Ukrainian military, they would. But they don't, so they're targeting civilians.

It will add to the misery, but will just push peace further away, if that is even possible. And stoke a greater desire for revenge.

They didn’t target civilians. They strategically targeted the infrastructure. We do the same in a war. One way to fight the other guys military is to make it hard to replenish the opponents needs.
