As best as I can piece together (I don’t have good info. for the Canadian tributaries), the St. Lawrence River / Seaway itself is a bit low. Given the levels in Lake Ontario, Erie, etc., that may be a combination of both restricted output from Lake Ontario and low levels in the tributaries below Lake Ontario. Those US tributaries do normally contribute quite substantially, and the Canadian ones surely do too (but again I don’t have good info for the latter.) Why Lake Ontario hasn’t been “opened up” sooner (as the article suggests) is not clear to me: Possibly ACE has long range forecasts from NWS that don’t look good*, or possibly (and related) ACE is looking at sending as much water as possible from the other end of the system, down the Illinois river, to the Mississippi River, which I can personally attest IS spectacularly low.
*I would not be surprised if the drought in most of the Central and Western US continues to expand and deepen. There is certainly precedent.
Data on releases from Lake Ontario over the last 10 years would be useful. Comment by whoever is ACE’s head hydrologist for the NE US would be even more useful. The Yahoo article certainly seems alarmist, but I’d like to know ACE’s take.

The likely reason that waterway is low is because of low shipping.
The more ships that go through the locks along the way the more water released into the St Lawrence.
Aside from that. Wasnt it the case when Obastard was running for POTUS that the water levels were going to rise and everyone along to ocean fronts were gong to drown?
A friend of mine lives in SE Missouri, and he said that every weekend when he goes out hunting or fishing, there are hoards of treasure hunters out on what used to be the bottom of the Mississippi looking for wreck salvage or Civil War items. He, himself, found a small cannonball.
