No, that was Russia AND China. China was not supplying AKs, 130mm artillery, SAM systems, MIG 21s T-55 tanks etc and etc. At the time China was unable to supply this stuff. That, plus commodity aid that came straight from Russia, is why mining Haiphong harbor was such a big deal. Also note that Russian ships used to sail right by the US 7th fleet, into Haiphong.
