Parents were provided with palm print forms in case of kidnapping at public safety events by the police, back in the 80s or 90s.
Minnesota TAKES a childs DNA when they are born, they keep it and store it. There was a lawsuit @2008’ish where parents sued for the records to be destroyed. I don’t know where that went. The ‘STATE’ wants to OWN and CONTROL you from womb to tomb. By trademarking and registering DNA as THEIR property, essentially the children and residents born in Minnesota have become PROPERTY of the STATE.
I’m sure Minnesota isn’t the only state. They’re just the one that got caught.

When my first son was born we were given a certificate issued by the hospital with his footprint and my thumb print. He lost it years ago. It really was very pretty and decorative.
