I interpret the reporting to be on the same subject from different induction locations. That is, the Russian government lacked the resources to fit out the mobilization, but that the mobilization actions were not the same in all induction locations.

I interpret the various versions of the story to mean that Russia is actually seriously lacking in the most basic of resources. There is just no there there.

The presence of Iran indicates the same thought. Russia lacks the means to produce the drones required to continue the assault on Ukraine. It is reported to have traded Iranian satellite launches for drones. It was a barter transaction rather than exchange of worthless national currencies

This particular article doesn’t interest me much but the more meaningful and convincing articles about the Russian military and their call-up/draft, and their supporting systems do interest me.

A thought that occurred to me about the corruption of these two countries is that we can look at the two militaries and see the proof of which country is more corrupt.

The world is shocked at how competent, efficient, effective, and motivated the Ukrainians are while being even more shocked at learning how thorough and deep Russian corruption is as evidenced by their military.

The Russian military that we have been reading about for 20 years was one of the biggest illusions of our lifetimes, it seems to be a world of chaos and carelessness, indifference, and incompetence, where corruption and lying are the ruling culture of the military.
