I agree, let’s assume the Putin did order tactical nuclear tests and then the real use of a tactical nuclear device in Ukraine.
Does anyone for one second believe if Putin’s order was not carried out because military leaders stopped it or somehow the order was ignored, those military leaders or Putin himself would be gone.
If the chain of command broke down that badly the military would be gone, if Putin was really insane and others were disobeying his orders, Putin himself would be gone.

If it was just naked disobedience sure. But Russians have more subtle ways of disobeying orders, things that they learned from decades and decades of living under the Soviet thumb. Things like sabotage, or malicious compliance, can work just as effectively as disobedience, while maintaining plausible deniability.
