Could a non-Mexican student burn his/her own Mexican flag as a protest against the human and drug invasion from Mexico? I think yes. Political speech includes symbolic speech, and UC is a state-owned school, expending plenty of federal $, so there is no question of 1st Amendment applicability.
Schools only allow the burning of the USA flag, don’t cha know. /spit
