President Biden took office with grand plans to launch the first-ever Civilian Climate Corps, a federally funded initiative aimed at employing tens of thousands of young people to fight climate change.
But those plans face an uncertain path forward on Capitol Hill after the program was dropped from Democrats' landmark climate bill this summer.
Regardless of the gridlock in Washington, states across the country have already launched similar programs to hire young people to tackle climate issues within their borders. These state programs could eventually provide a powerful model for a Civilian Climate Corps at the federal level, advocates say.
From Maine to California, at least eight states have launched versions of Climate Corps programs, many of which are embedded in state governments and receive federal funding from AmeriCorps.
Long an environmental leader among states, California established the nation's first Climate Corps program in 2020.
The California Climate Action Corps, led by a state office called California Volunteers, has prioritized edible food recovery. That means fellows have sought to divert food from landfills — a significant source of climate pollution — to Californians who struggle with food insecurity.
In July, the Maine legislature allocated a modest amount of funding — $200,000 — to launch the Maine Climate Corps.
In a state that has cold and snowy winters, the program will focus on energy efficiency and energy conservation, helping residents save money on their utility bills while heating their homes.
Meanwhile, advocates have continued to urge Congress and the Biden administration to establish a Civilian Climate Corps at the national level. If no clear legislative pathway emerges, the president could sign an executive order directing the relevant federal agencies to stand up the program, some proponents say.

This has been going on for fifty years or more. When we bought our second house in 1983, the previous owners had insulated the house using a PG&E energy saving program. They did the work around 1980.
With 50 years of these do-gooder programs, we should have the most energy efficient fleet of homes on the planet.
Funny aside — we bought that house from two lawyers. About a week after closing, they called us and asked “what are you going to do about the energy contract?” We replied “What energy contract?” Turns out they left it out of the purchase agreement and it still had five or seven years to go. It wasn’t a lot of money, maybe $2,000, but, being young newly-weds, we were broke. My wife worked in Contracts at the time, so we reviewed the energy contract and told them “Sorry, your mistake. You failed to put it in the purchase contract. You pay it off.” They huffed and puffed, complained, and threatened to sue. We ignored it and they eventually went away. That was a real smart pair of lawyers. We didn’t pay a dime.
I was a raised on a midwest grain and livestock farm, and operated one until 2001, at age 47 switching to driving semi truck at that time. It still bothers me to see people throw food away.

Congress should pass a Law making it a Felony for any Taxpayer funded organizations that focus on “climate change” to have any person in their employ, employed on their behalf or Volunteers to use, own or possess any Item or Product produced, distributed or delivered with the aid of ANY “fossil fuel”.
What does the Civilian Climate Corp do. Stand out in pastures sucking up CO2 and methane farts out of the air? LOL. Idiots. What does then Non-Civilian Climate Corp do? Make ice cubes for the penguins and polar bears?
