A major bargaining concern by the unions is working on two man teams with limited hours (40). Currently one man is expected to work 60 hr weeks alone.
The deal offered by the White House was authored by owners, primary constituents of the Dems. It did nothing of any significance for employees. It was a stop gap measure intended to get the issue past the mid terms. It probably will work unless the Unions call a strike in the next 2 weeks.

As I understand it, the status of any immediate strike is postponed, and unions are still negotiating
so both railroad companies and the unions are at the bargaining table
So for the time being, conditions remain "status quo" with the rails still working,
but as with everything in this administration, it is just 'kicking the can down the road' past mid term elections.
