Notice how the careful wording does not accuse Ukraine of plotting attacks or war against Belarus as such, just strikes on the “territory”, i.e., Russian troops/equipment/munitions/air assets massed in Belarus for use against Ukraine. (And the Russian military just parked in Belarus ties up Ukrainian forces).
