Seems the daily Mail doesn’t understand the difference between production and refinement.
I would say that refining is oa part and parcel of production.
It always seemed to me like it was a combination of needed production AND refineries. Obviously Biden was doing all he could to cut production, but I had heard for a long time that we were short on refineries; before Biden was ever elected. I don’t KNOW all that for fact; just what I had heard for a long time.
