But my understanding is that without the records being expunged..
They will ALWAYS have to say that they have been COVICTED of a crime. and that follows them forever. And in most settings as an instant disqualification for getting hired.
Notice that there is nothing about a waiver of testing for marijuana use to get a federal job.
Some places hire only ex-cons, so if you don’t have a conviction it follows you around too.
Many/most states as well as the Federal government still have laws against the possession of marijuana. Whether that is a good thing or a bad thing is a different discussion.
If Biden (or his ‘handlers’) thinks criminalization of marijuana use and possession is a bad thing, he can urge Congress to repeal the laws against it.
Several states have done so. How is it working out for them?

Biden’s statement makes it clear he wants them to be employable, so expungement must be part of the deal.

When people are young and stupid.. Shockingly, they tend to do things that are stupid.
that One kid that gets busted when they are 16-18, while all the others doing the same thing with them and were lucky enough to run faster, hide better etc.. Should not be hamstrung the rest of their lives.
The girl that got busted when she was 18, and now is 45, and can never legally own a gun to protect herself?
And when it comes down to it. It is their body, it is their choice. Who is the government to say what they are allowed or not allowed to consume?
Is simple possession a felony? If not, firearm possession and voting rights shouldn’t be an issue.

Well, you wouldn’t have to list a pardoned conviction when going for a job. That’s the biggest “benefit” from this.
If their only felony was a simple pot possession, then it’s as if it never happened. They don’t have to mention the conviction.
The planet is going FUBAR, and this idiot is focused on potheads. How about sending a few hundred DEA and Federal Marshalls out into the field and make fentanyl drug cartels “disappear”? 50,000 Americans die from fentanyl, and this idiot is discussing a few thousand potheads smoking weed.
Seems like he might be breaking a law doing this ONLY for federal employees.
