Same with bike paths...never seen anyone on one yet. Not that they aren't occasionally used...but they're certainly not cost effective.
I live in a college town just outside of the campus core. A few years ago a bike company wiggled their way into town. They have to be heavily subsidized. Bikes are often littered in the neighborhood for several days before they disappear. In the last year, electric bikes have made their way into town. It is still the same issue as the peddle bikes. It is hard to see how the company makes any profit unless heavily subsidized.
When I used to commute by bicycle, I learned to stay off the bike paths. Too many idiot pedestrians, half of whom were walking completely untrained dogs. That was even before the homeless infested everywhere.
I preferred to take my chances in traffic.
