U.S. national security adviser Jake Sullivan says Ukrainian efforts to join NATO should be taken up "at a different time," throwing cold water on the country's desire to join the international alliance and potentially easing Russian tensions as President Vladimir Putin has begun accelerating rhetoric of potential nuclear war.
Ukraine formally applied to join NATO as a military partner on Friday, coinciding with Putin's announcement that Russia would be formally annexing four occupied regions within Ukraine's borders. If accepted, NATO-aligned forces would formally be drawn into the war, pitting forces in the West against the Russian military and, potentially, escalating the conflict.
NATO's Secretary-General Jens Stoltenberg said earlier Friday that while it supports Ukraine's right to pursue an alliance with NATO, all 30 allies need to reach a consensus on membership.

I think it will - and should - take more than that.
First, it'll take stability in the border, not just the moment Russia would theoretically be pushed out. That means an actual agreement between Russia and Ukraine, so we're talking post-Putin.
It'll also take a convincing demonstration that Ukraine is returning to full democratic traditions after the war, which means legislation of opposition, freedom of the press, etc.. Not until all of that is in place would NATO really give Ukraine a serious looks.

So many fallacies in that statement.
It’s like saying, “If the NY Yankees aren’t in the NFL, why are we cheering for them?”
First, the statement does not say "we will only defend you if you are in NATO", which is how you've interpreted it apparently. I mean, we're in Korea, and Korea isn't part of NATO either.
More importantly, we aren't defending every inch of Ukraine. The Ukrainians are.

I agree: If Biden commits combat troops to Ukraine he should be impeached.
