One of the more reliable sources who wrote an extensive tome on the JFK assassination (Philip F. Nelson) notes that J. Edgar went from not believing Lee Harvey Oswald was NOT culpable in assassinating JFK to actively assisting LBJ in the coverup using Oswald as the lone nut theory after a single phone call from LBJ sometime late in the evening of November 22, 1963.

Hoover would not have caved so easily had LBJ not had something to blackmail him with-- most likely his alleged homosexuality. That plus his attitude about allowing no homos in the FBI would seem to weigh quite heavy on the side of yes he was.
