They are not expecting to occupy them for any extended period of time, hence they use this time to kill/cleanse/send off the local population and setting the towns into new defensive positions which will result in their complete destruction, albeit this time the human shield will not be effective/will be mostly ignored. They are acting quickly to create a scorched earth environment.
