The whole world would condemn him, and Russia would become a global pariah.

The whole world would only wonder what happened because the infrastructure that could communicate news would no longer exist.

So, you are one of the people who think the use of a nuclear weapon anywhere in the world would not result in "Total Global Thermonuclear Destruction" and the phrase "letting the Genie out of the bottle" means nothing to you.   Interesting, but not very plausible?

I don’t think a Russian tactical nuke against Ukraine would necessarily result in “Total Global Thermonuclear Destruction.”

But, you obviously think it would lead to the destruction of the globe (hence, your term “Total Global Thermonuclear Destruction”).

Well, you were supposed to remember that it came from WarGames (1983) but it might be a little before your time.

That was supposed make you recall the end scene where the computer Joshua plots on the screen all of the different possible factional causes of Global Thermonuclear War and the conclusion that the only way to win is not to begin at all.

That all sounds like sophomoric sophistry but it should be worth a giggle in such serious times.

I truly do believe that one Nuclear explosion would bring more, because it is human nature.   Like one horrible killing brings copycats.

Brinkmanship is not realized in the world today in spite of what a Russian President or Foreign Minister might believe or desire.

Hardly. In 1983 I was married and in my 30s.

There is no such thing as one tactical nuke.   That is like saying that a policeman should just "wing him" when a criminal fires a gun at the policeman.

Hint: that is why there hasn't been an atomic weapon used since Nagasaki.

Absolutely. We need to point out publicly that any orders pertaining to these acts were very plainly illegal and the individuals involved should have absolutely no expectation of being able to hide behind a "but I was just following orders" defense. The sooner some of them start coming clean and confessing and making plea deals the better for them, and for all of us.
