It's becoming clear that everyone below Putin wants no blame for the fiasco of the Ukraine war, so they will salute sharply and obey orders even if they are counter productive.

If he dissolves parliament, there will be zero mediation between the Russian people and the Russian state, not even the weak expression of discontent we are seeing now. Only the very unstable balance between Putin, the security services and the Russian military will be left. The incomes of many powerful men in the Russian military and arms industries must be getting hit hard by this war. I wonder how long Putin will last unless he replaces them with incorruptible fanatics, a dim possibility.

This suggests that the administrative organization of their "reserve" system is basically non-existent. They likely don't have an integrated database of everyone who has served, etc., so local officials are just picking dudes to go.

I can't really fathom a reserve call-up in the U.S where a bunch of guys who have never served were getting messages to report. The reserve system wouldn't even have the names/addresses of non-reservists in their systems at all.
