Because the treaty with Poland only applied to an attack by Germany.

Poland had separate treaties with Britain and France. France was obligated to go to war with Poland if either Germany or the Soviet Union attacked. Britain was only obligated to go to war against Germany for attacking Poland. On paper, France had the largest army in Europe before WWII, but declined to use it to compel Germany and Austria to honor their obligations under the Versailles Treaties to keep the peace. France first failed to honor its treaty with Czechoslovakia in 1938. When Germany attacked Poland in 1939, France declared war on Germany, feinted an attack, but retreated when it saw its shadow in Germany. The British, who had the world's largest navy, limited their defense of Poland to dropping propaganda pamphlets over Germany.

Well, that would have been news to both Poland and France if, as you said above, “France was obligated to go to war with Poland if either Germany or the Soviet Union attacked.”

Even assuming a misstatement on your part, the agreement between France and Poland DID NOT obligate France to go to war with the USSR.
