Not quite so. Russia has substantial forces near Ukrainian border that were being reorganized and retrained all along. These forces can be used at any moment and the newly mobilized can replace them as the reserve.
In fact, it seems likely that this is already happening — there were a couple of Telegram reports about Russia going on counter-offensive near Liman, this would mean fresh forces arrived.

So Ukrainians right to exist doesn’t have meaning? Interesting. The left says much the same about us that Putin’s Russia says about Ukraine. The comparisons just draw themselves here.
