My bet would be this is already a five and the powers that be don't want to call anything a five for insurance reasons. Also it would effect building codes and const. Bump all that up yet another notch. Once the insurance companies can claim another five hit the US insurance rates will skyrocket. So powers that be keep it at 155 not the first time they have done this either.
I can hear the insurance execs now all going to big govt. for all the stock market gambling they died with insurance revenue.
