There is no need for a “precedent.”
The President of the United States is not subject to the authority of anyone else in the U.S. government when it comes to matters that are the responsibility of the executive branch of the Federal government.

Trump is undoubtedly quite aware that by making the statement every pundit from Katy Perry to the two you mentioned will be discussing it.
