Make sense, after all it was the West that invented the term “Peace Process” as in “The Middle East Peace Process”. What the hell does that mean? You either have peace or not.
I suspect our best and brightest (well, with the required ethnic distribution) look at war as a ‘process’. When we need shells we’ll make them - kind of like executing a ‘war process’. Just a phone call or two to get that going, or flash a few greenbacks if really necessary.
The Russians see it different - they know it takes YEARS to substantially ramp up production of anything, so instead they figure it’s best to have them already manufactured and ready for use.
