To make a determination about whether the statement "I'm not bluffing" is a bluff, you would need to examine who is saying it AND to whom it is being said.

Given that this is being said to Biden and given that Biden is dumb as a box of rocks, it is quite possible that Putin is telling Biden he's not bluffing because otherwise Biden just wouldn't get it.

Putin is basically saying to Biden, "now pay attention, Big Guy. You need to realize what I'm saying here."
