I'm skeptical that much the money was “illegally” stolen.

It is more likely Congress somewhere in the thousands of pages of spending legislation made provision to legally shovel the money to family, friends, and auxiliaries. I don't see how any democrat goes to jail.

Being immoral is not the same as being illegal. The DOJ can even make shady fit into Section 666 of the budget proviso.

The best way to defraud the government is for your restaurant or cafeteria to provide 8,000 meals, but document that you provided 10,000 meals for reimbursement purposes. You skim off about $10,000 for yourself and chances are excellent you'll get away with this rounding error.

Don't do what these guys did. They said their catering service provided 1.5 million meals for children in six months when their fake catering service served zero.
