You could reduce prison population by executing convicted prisoners who are on death row. If prison terms were guaranteed for crimes committed there might be less crime. Petty crime anyway. Take all the shoplifters and lock them up for a year, or put them on a chain gang in the south in summer. People have to know and respect the limits of society.
