I would hope he has better advisors regarding appointments, etc., than he had during his first term. Too many of those first term appointments were disasters, not only for him, but for the nation, too.
Also, he needs to clean house of every current appointee and replace them with ‘his’ people. He has learned, I hope, that he cannot work with Democrats nor establishment Republicans.

The lower-level staff who aren’t appointed also need to be cleaned out. It’ll be hard, but they need to go, too. He can find a way. (Didn’t he sign some document before he left allowing some ees to be clarified as “F”?)
Very low-level staff can create huge problems, including spying for the other side.
Near as I can tell, there isn’t a single good person up there to choose from.
He might need to cast a wider net, start looking at local Sherrifs... FReepers.
