Bureaucracies use ‘retraining’ as a way to fake disciplinary action.
You are on the right track - retraining on operation of the hand sanitizer squirter should make it all good. Then case closed.

Almost 400 officers show up.
It takes them over an hour to confront the killer while all the victims bleed out and die.
The only person that was willing to go in and confront the killer was disarmed.
Only five officers investigated.
What the hell is wrong with these people?

There were nearly 300 officers present that day, by the time the event ended. It wasn’t just the Uvalde police at fault.
