Unfortunately, election officials across the country are not keeping the most basic data to monitor election outcomes. Even when they say they do, the numbers do not come close to matching up.
It was a simple goal: match the number of voters with the number of ballots cast. After the last general election there were concerns that ballots were counted multiple times (so that there could be more ballots cast than voters who voted) and that ballots were destroyed (so that there could be more voters who voted than ballots cast). But, through our examination, we learned that it cannot be determined if these discrepancies exist, because most states and counties simply do not keep timestamped records of who voted as required by law.

I wonder how they can lose whole ballot boxes for days at a time. It might be a half hour drive from the precinct to the county board of elections. It should be sealed in front of observers from each party, transported and the seals verified upon arrival and upon opening. But in some elections (like Al Franken's) ballot boxes supposedly disappeared and reappeared days later and the board of elections seemed to have less concern than if a pizza delivery disappeared.

Those are some pretty significant discrepancies.
But even when people are caught cheating or breaking the rules, they seldom get more than a slap on the wrist.

The purpose of the sloppy record keeping is to hide the fraud. Un-auditable elections are on their face fraud.

And you get the all of the counties voter roles in PA if you want. Coupela bucks. I reviewed Delco and Montco and they are both off by 25K each.

Sloppy record keeping is deliberate. It enables election fraud and thwarts effective investigation.
It’s why any attempt to clean up voter rolls will be viciously opposed.

As ballots are scanned at the precincts... have the digital image pushed to a public block chain along with meta data from the machine and a stream of random numbers as a timestamp down the side or across the top.
This will immediately shutdown all late voting as well as delayed results, as the votes can be tallied in real-time.
