He could be a little paranoid over continuing rumors of his involvement in the hit on Malcolm. I don’t think he moves outside of black crowds, and, if so, it only tends to show he doesn’t trust even his “own people.”
I was just listening to a story where two girls (age 17 at the time) created this elaborate plan over several weeks and ended up killing one of their best friends.
Both girls were finally caught 3 years later, but paroled after 15 years.

In the Bible it calls for equal punishment (eye for an eye....). Lots of people think it is an “angry” passage, or vengeful. It actually was a new command to the Hebrews as they and others would do much worse to a criminal.
A robber might be put to death, etc. So the command is actually one of grace. And justice.
