Incompetence barely touches the problem because so much of it is set by family, culture, and education. The “incompetent blacks” you refer to are commonly raised without fathers and are the products of America's dismal public education system that (for blacks in Mississippi) went from near nonexistence under Jim Crow to integration with a bloated public school bureaucracy, bad curriculum, and serving as a union and Democratic Party job bank and ideological training camp.

Perhaps even worse is that in the 60s, America swallowed a big dose of Leftism and went from supporting and advocating traditional marriage and family life to accommodating and then encouraging single parenthood, with a destructive welfare system that drove the out of wedlock birth rate upward and upward. Much of America -- not just black America -- now lacks not just the education but also the habits and cultural capital necessary for progress in life.
