It doesn’t.

Lack of maintenance…which is very expensive - and is required constantly - in water systems does.

Do you want to spend millions yearly on regular maintenance, or do you want to hand out millions in grants to community-organizing NGOs for hundreds of thousands in kickbacks?

If you are a corrupt leftist politician the answer is an easy one.
